very cold and dirty at work?

i work in a bookshop.my boss has switched off the heating.even in this freezing weather we have to work in very cold. all other shops have heating. i feel sick most of the times.also the toilets are really dirty. very very unhygeniec. can i complain somewhere or report it to someone.
